After graduating from California State University, Los Angeles in 1972, he attended McGeorge School for Law where he earned his J.D. He graduated in 1976.
Governor Gray Davis appointed Sandoval to the Los Angeles County Superior Court in 2001. Sandoval was the first openly homosexual judge to be appointed by Davis. He is believed to have been the first openly LGBT judge in California for 20 years. Sandoval was in office until his death, which occurred in 2006.
Sandoval was a Los Angeles Municipal Court Commissioner from 1984 to 1997. He was elected to be a Los Angeles County Superior Court Commissioner in 1997. Sandoval was a Superior Court Commissioner and presided over Hugh Grant’s 1995 high-profile case regarding lewd contact. Sandoval sentenced Grant on July 11, 1995 to two years probation and a $1,180 fine.
