He also challenged for the WBO flyweight championship in 1995. He held the British flyweight title twice, in 1991 and 1992, as well as the EBU European flyweight title once, in 1992 and 1994.

Regan attempted his first world championship challenge by challenging Alberto Jimenez to his WBO flyweight title at Cardiff’s National Ice Rink. He lost in the ninth round. Regan defeated Ferid Ben Jeddou on 16 December 1995 at the Welsh Institute of Sport, Cardiff, Wales. He won by knockout to win the interim IBF flyweight title. Regan attempted a second time at a world title on 26 April 1996. He challenged Daniel Jimenez, the WBO bantamweight champion, at Cardiff’s Welsh Institute of Sport. Regan won unanimously (116-113.116-111.115-112) and captured the WBO title in his last fight.

Regan defeated Salvatore Fanni on 14 November 1992 to win the EBU European Flyweight Title via unanimous decision (117-112, 117-115 and 117-114).

Regan began boxing as an adolescent under Dai Gardner, his trainer who was with him throughout his entire career. He won many titles as an amateur boxer and participated in the 1986 Commonwealth Games.

His professional debut was on the 19th of August 1989. He fought Eric George in Cardiff, Wales. He won the British flyweight title by winning a twelve- round points victory over Joe Kelly on 28 May 1991. On 3 September 1991, he lost the title to Francis Ampofo via 11th round technical knockout (TKO), his first loss in professional boxing. Regan won the British flyweight title by twelve rounds against Ampofo three months later, on 17/12 1991.

Regan’s boxing career ended shortly after the WBO fight as he was diagnosed with glandular fever. Although he attempted to mount a comeback in 1998, he failed a brain scan and was forced to retire. He retired from boxing with a 17-2-3 record.
