Rob Fleming is one of the most popular and richest Politician who was born on November 11, 1971 in Windsor, Ontario, Canada. Fleming was a student at Camosun College for two years (1993-1995), where he received the 2008 Distinguished Alumni Award. He was elected president of the UVic Student’s Society at the University of Victoria. Through the U-Pass system, he was instrumental in securing universal access to BC Transit for all students. Fleming received a bachelor’s degree in history and an associate of arts. After graduating, he began working in a communications consulting firm. As a member the Victoria Civic Electors, he ran as a candidate for Victoria City Council. He was one of seven Green Party candidates. Fleming came third in the voting and was awarded a seat on this eight-member council. Fleming was elected to the council again in 2002. In 2004, Fleming was part of a thirteen- member delegation of election observers that visited El Salvador to observe the presidential election.
Fleming, the New Democrat critic on Advanced Education in the 38th Parliament, sat on The Select Standing Committee on Education and introduced two education-related private members bills, the Private Post-Secondary Accountability and Student Protection Act of 2007 and the Restoring Credibility for Universities Act of 2008. He was also appointed to the Select Standing Committee on Public Accounts. In 2006, he introduced the Payday Lending Act. This Act sought to regulate payday loans and led the government to adopt the Business Practices and Consumer Protection (Payday Loans Amendment Act) a year later.
In November 2009, and again in April 2010, he introduced the Cosmetic Pesticide and Carcinogen Control Act (Bill M-203) which would have prohibited the sale or use of cosmetic pesticides, other than those deemed low-risk. The Special Committee on Cosmetic Pesticides was struck, with Fleming as deputy chair, to investigate the potential for regulating or banning the use or sale of pesticides used for cosmetic purposes. They first convened in July 2011 and reported in 2012.
While his riding was re-aligned to create Victoria-Swan Lake, Fleming easily won re-election facing no opposition for the NDP nomination and receiving 61% of the votes in the May 2009 general election. In the 39th Parliament, his party once again formed the Official Opposition to a BC Liberal majority government. Party leader Carole James assigned him the role of environment critic with the intent of re-casting the party’s image on environmental issues following the party’s negatively received campaign plank of repealing the carbon tax. Fleming, and the party, stopped calling for a repeal of the carbon tax and instead emphasized a more nuanced position in providing alternatives which would improve the tax. He linked planned increases in transit fares to global warming and spoke out against fee increases at provincial park campsites.
Fleming was given the responsibility of being a critic for higher education. The Private Post-Secondary Accountability and Student Protection Act of 2007 was introduced by Fleming. It was designed to improve accountability for private career training institutions and increase enforcement capabilities of the Degree Quality Assessment Board. He opposed deregulation which allowed diploma mills such as Rutherford University or Kingston College to advertise to foreign students. The 2008 Restoring Credibility to Universities Act was introduced by Fleming. It sought to repeal the World Trade University Canada Establishment Act as well as portions of the 2007 Education Statutes Amendment Act that dealt with private post-secondary institutions. Fleming was also the NDP’s tourism critic. He objected to Tourism Minister Bill Bennett’s decision to not participate in the National Vigil Project (a light show honouring Canadians who died in World War One). This was due to cost and he also criticised government self-promotional advertisements.

Fleming expressed his interest in running for the NDP nomination in Victoria- Hillside riding, despite the fact that 2005 BC general elections were still one year away. In a matter of months, Steve Orcherton (former-MLA) declared his candidacy to the NDP nomination. Orcherton had previously won the riding in 1996, but lost 2001. The primary was described as a battle between Orcherton, a hard-line “old-school union man”, and Fleming, who was considered the symbol of the struggle that was taking place throughout the party. Fleming was nominated for the NDP nomination by Orcherton in January. He began campaigning for the general election in April. The Conservation Voters of British Columbia endorsed Fleming as one of five candidates in the province. Fleming beat the BC Liberal Sheila Orr, the Green Party candidate, and the small-business owner Steve Filipovic in the May general elections. Fleming, who was Victoria’s city councillor, resigned to become a New Democrat member of the Legislative Assembly as part of the Official Opposition.
Fleming was the 38th Parliament’s chair of the Select Standing Committee on Public Accounts. Halfway through the second session, he was assigned the Select Standing Committee on Education that focused on adult literacy. He introduced several pieces, including the Payday Lending Act (2006), which sought to license payday lender and regulate payday loan conditions, including cancellation rights, plain language rules, and signage requirements. Although Solicitor General John Les said he supported many of the regulations, it was too early. He felt that the bill was premature and that the federal Criminal Code needed to be changed before implementing such regulations. This was despite the fact that similar legislation was passed in other provinces. Although the bill was approved for first reading on May 8, 2006, it was rejected by the government. A year later, Les introduced a similar bill, the Business Practices and Consumer Protection (Payday Loans) Amendment Act, 2007. It was adopted simultaneously with the federal amendments to Criminal Code.
In the August 2009 Throne Speech the BC government committed to striking a task force on the topic of species-at-risk, but with no action since then, Fleming introduced his own Species at Risk Protection Act (Bill M-207) in May 2010, based on similar legislation in Ontario. The Minister of Environment Barry Penner responded in June by striking a ten member species-at-risk task force consisting of academics and representatives of industry and non-profit organizations, who were told to make recommendations to directly cabinet. The task force report was submitted in January 2011 but, with the government not making the report public, Fleming re-introduced his legislation (Bill M-211) in June 2011 (the report was made public less than a month later).

For the 2017 general election Fleming was challenged by digital media management consultant Stacey Piercey for the BC Liberal Party, Vancouver medical researcher Chris Maxwell for the Green Party, and David Costigane for the Vancouver Island Party. Fleming was again re-elected with his party forming the Official Opposition, but this time in a BC Liberal minority government. However, in the first session of the 41st Parliament the BC Liberal government lost a confidence vote and the second session began with the BC NDP forming a minority government. In July 2017, Premier John Horgan appointed Fleming Minister of Education in the Executive Council of British Columbia.
