Rinchinnyamyn Amarjargal is one of the most popular and richest Politician who was born on February 2, 1961 in Ulaanbaatar, Mongolia. Amarjargal was born in Ulaanbaatar in 1961. Fluently speaking English, Russian, and Mongolian. In 1982, he received a diploma in financial economics from the Plekhanov Russian University of Economics. He also attended the Evening University for Marxism and Leninism from 1981 to 1982.

He was appointed foreign minister by TsakhiagiinElbegdorj in April 1998. He almost became a prime Minister in September 1998, according to an agreement between his governing coalition, the President, but was rejected by Parliament in a close vote. He remained in that position until Elbegdorj’s government forced him to resign in December.

In 2001, Amarjargal established Amarjargal Foundation. This is an NGO which promotes a transparent and open society, and carries out studies on social welfare, economy, politics, and law. It also negotiates foreign help and investment.

In 2003, Amarjargal was a visiting research fellow at the Institute of Economic Research, Hitotsubashi University in Japan.

Amarjargal was a key contributor to the democratic movement of Mongolia since its inception. He was a founding member both of the New Progress-Union, and the National Progress-Party. He then helped to combine them with other parties to create the National Democratic Party (MNDP Mongolyin Undesniy Ardchilsan Nam). He was elected as State Great Khural (the parliament) on 1996, according to the former.

Rinchinnyam (Mongolian Rinchinniamyn amarzhargal) was the Prime Minister of Mongolia between July 30, 1999 and July 26, 2000. He is a prominent member of the Democratic Party.

Amarjargal continued his work at the Central Committee of Mongolian Trade Union. From 1983 to 1990, he taught at the Military Institute and at Technical University between 1990 and 1991. From 1991 to 1996, he was the director of Economic College of Mongolia. He studied at the University of Bradford in West Yorkshire, England from 1994 to 1995 and received a Master of Science degree in Macroeconomic Policy and Planning. The university awarded him an honorary doctorate during his March 2000 state visit to England.

In 1999, Amarjargal became a chairman of MNDP. He was finally designated as the Prime Minister of Mongolia on July 30 of the same year. He stayed in office for almost a year until July 26, 2000, when the democratic parties were beaten at the parliamentary elections. While holding office, he had to abandon his seat at the parliament, because of a Constitutional clause still in force at that time. Also in the year 2000 MNDP and Social Democratic Party merged to form Democratic Party.
