Comartin won the seat in the 2000 federal election by a margin 401 votes. Limoges was again defeated in 2004 by Comartin, who won the seat by a larger margin of 3,818 votes.

Limoges, then aged 29, was elected in 1985 as a Ward 5 councillor of the City of Windsor. He was the youngest person elected to the municipal council at that time. He is remembered for being one of the first candidates in the area to use his photo, with his trademark moustache, on campaign signs.
After the death of Windsor -St. Limoges, Clair MP Shaughnessy Chen on December 9, 1998, resigned from the city council in order to run as the Liberal Party candidate for the resulting byelection on April 12, 1999. Limoges was victorious by just 91 votes over Joe Comartin, New Democratic Party candidate.
He was a candidate for mayor of Windsor in the 2010 municipal election, received 40% of the popular vote but lost to Francis.
