Kauffman, born February 10, 1955, is the first New York State “energy-czar”, officially known as the Chairman for Energy and Finance for New York under the administration of New York Governor Andrew Cuomo. Kauffman, New York State’s top energy official, is responsible for all aspects energy policy and agency operations. He also leads the “Reforming the Energy Vision” initiative.

New York Governor Andrew Cuomo appointed Kauffman to the position of Chairman of Energy and Finance in New York. This newly created role provides operational oversight over New York’s entire energy portfolio. Kauffman is the direct manager of the New York Department of Public Service and the New York Power Authority. He also manages Long Island Power Authority and the New York State Energy Research and Development Authority. He was elected chair of the NYSERDA board in June 2013. Kauffman is responsible for the coordination of the management of these agencies and leads the state’s efforts in generating clean energy markets and deploying clean energy technology. This effort is collectively known as “Reforming the Energy Vision”.

Governor Cuomo and Kauffman announced the NY-Sun solar program in April 2014, intended to expand deployment of solar capacity throughout the state. The $1 billion program is intended to provides long-term, stable incentive funding over a 10-year period to support photovoltaic (PV) solar projects throughout New York, with the ultimate goal of transitioning New York’s solar industry to a sector that can function without subsidy support.

In 2014, Kauffman and NYSERDA established NY Green Bank, a state-funded specialized financial entity designed to increase private investment in renewable energy and energy efficiency projects which have had difficulty accessing financing. NY Green Bank has the stated goal of facilitating financing of more reliable and efficient energy and reducing greenhouse gas emissions. It also seeks to address market barriers in clean energy financing markets and increasing overall capital availability through various forms of financial support. These support methods may include credit enhancement, project aggregation, and securitization. The organization has committed to working exclusively in partnership with private sector lenders to leverage its funds with private capital. NY Green Bank is the largest Green Bank in the nation.

Kauffman joined U.S. Department of Energy in 2011 to be Senior Advisor to Secretary Steven Chu. He brings private sector experience to the Department’s efforts to combat climate change and promote renewable energy and energy efficiency. In addition to overseeing the DOE Loan Programs Office, he was also responsible for addressing criticisms about the DOE Loan Program for failing loans made before Kauffman joined. He and others had predicted that the DOE Loan Program portfolio would now generate a net profit from funds loaned out to clean energy companies.
