Australian politician Richard Alex Gordon DallaRiva was born 6 April 1963. From 2002 to 2018, he was a Liberal Party member in the Victorian Legislative Council representing East Yarra Province from 2006-2006 and Eastern Metropolitan Region from 2006-2018. From 2010 to 2013, he was Minister for Employment and Industrial Relations and the Minister for Manufacturing at Baillieu Ministry. He was then dropped by Denis Napthine, who replaced Baillieu in Premier.

The Shadow Cabinet had many roles for Mr Dalla-Riva. From 2002 when Dalla-Riva was elected to Parliament, until 2010, he held seven positions in the Shadow Cabinet. These positions included Shadow Minister for Manufacturing and Export from December 2005 to February 2007. Shadow Minister of Scrutiny of Government May 2006 – Feb 2007. Shadow Minister of Community Development and Shadow Ministry for Innovation August 2007-February 2008. Shadow Minister of Freedom of Information August 2007-November 2009. Shadow Minister of Industry and State Development and Shadow minister for Major Projects February 2008-December 2010.

Mr Dalla-Riva was re-appointed in 2007 to the Shadow Cabinet as Shadow Minister for Community Development, Innovation and Freedom of Information. In February 2008, Dalla-Riva was promoted and allocated the positions of Shadow Minister for Industry and State Development, Shadow Minister for Major Projects and Freedom of Information.

Dalla-Riva was Minister for Employment & Industrial Relations and Minister for Manufacturing, Exports and Trade from December 2010 until March 2013. Dalla-Riva was elected Shadow Minister for corrections, which covers the state’s prison system. He was responsible for addressing the issue of prison overcrowding. Dalla-Riva, David Davis’s recent promotion, was replaced by Dalla-Riva in January 2004 with the additional responsibility of scrutinizing government. Dalla-Riva was given the task of investigating mismanagement in government and played a significant role in opposition attacks on the government.

Dalla-Riva was raised in Orbost before moving to Melbourne. He graduated from Macleod High School, now Macleod College. In 1988, he was promoted to detective. He was involved in various areas of financial crime including asset recovery and major fraud squads. He also worked for the National Crime Authority.

While still in the police force, Dalla-Riva studied business at Phillip Institute of Technology (now part of Royal Melbourne Institute of Technology). After seven years of service as a detective, Dalla­Riva left police and went into the private sector in 1995. Before becoming General Manager of a national food producer, he held several managerial positions at Woolworths Limited. Dalla-Riva was later promoted to the position of Group Manager at a large service for the disabled, and then became the State Regional Manager for an American multi-national corporation. In 1998, he received an MBA degree from the University of Southern Queensland.

Mr Dalla-Riva was also the Liberal Party’s representative on the Victorian Health Promotion Foundation (VicHealth) for the period 24 September 2007 – 23 September 2010, a statutory authority with an independent chair and board of governance with vast experience in health, sport, the arts, research and communication, working in partnership with organisations, communities and individuals to promote good health.
