Richard Finn Blackburn, born 22 January 1952, is a British retired Anglican Bishop. He was the Bishop of Warrington from 2009 to 2018. He was the only suffragan bishop of the Church of England Diocese of Liverpool. In 2016-2017, he was also the temporary Bishop of Sodor and Man (the Church of England at the Isle of Man).
Blackburn was able to retire from full-time ministry in 2018. A farewell Eucharist was celebrated at Liverpool Cathedral on 21 April 2018.
Blackburn was appointed Bishop of Warrington on 27 August 2009. He succeeds David Jennings. On 3 November 2009, he was consecrated and ordained a bishop at York Minster. On 7/11/2009, he was consecrated a bishop at York Minster.

Blackburn was ordained in the Church of England: made a deacon (26 June 1983) by Graham Leonard, Bishop of London at St Paul’s Cathedral and then ordained a priest at Petertide (1 July 1984) by Jim Thompson, Bishop of Stepney at his title church. From 1983 to 1987, he served as a Curator at St Dunstan’s in Stepney, then he was ordained a priest in charge of St John’s Isleworth for five and a quarter years until 1992. From 1992 to 1992, he was Vicar of St Mark’s Mosborough. He was also an Area Dean of Attercliffe in 1996 and an honorary Canon of Sheffield Cathedral in 1998. He was elected Archdeacon in Sheffield and Rotherham from 1999 to 2009, and canon residentiary at Sheffield Cathedral until 2005. His partner was also ordained and served as the cathedral curate.
Blackburn and Helen were married in 1980. They have four children. Helen is also ordained in Church of England. She was made a deacon at Petertide 1999 (4/7/99) and ordained a priest at Petertide Following (5/7/2000). Both times, she was ordained by Jack Nicholls at Sheffield Cathedral, Bishop of Sheffield.
