William Randolph ‘Randy’ (born January 7, 1956), is an American researcher scientist and director of R&D at Altria/Philip Morris USA. Sweeney retired in 2010 and started a consulting group that worked in the “internet” of things. Later, he became Chief Engineer for Critical Power Systems Inc and later an entrepreneur in technology startups.
After his retirement in 2010, he was a consultant to many companies in the fields of embedded “internet-of-things” technology and digital precision farming for Syngenta, Basel, Switzerland.
Sweeney was a founder of Wonderware International Users Group, and served as its first President. He was also the organizing chairman for 1999 Usenix Embedded Systems Conference. Sweeney was also a founder board member of MIT’s “AutoID Center,” which centered RFID technology and created Electronic Product Code (EPC).

Sweeney joined Philip Morris USA in 1978 right after graduating. He began his work in advanced digital control and became a leader of human-machine interface, distributed control systems and artificial intelligence. Later, he was the technical lead for Digital Marketing Technology and the Identification Technologies Research and Development effort at Philip Morris USA. While working for Philip Morris, Sweeney has been awarded over 60 patents in his area.
Sweeney was raised in Richmond, Virginia. He attended Virginia Tech. In 1978, he graduated from Virginia Tech with a BS degree in Electrical Engineering.
He became Chief Engineer of Critical Power Systems Inc. in 2014, supervising development of smart power systems for military and civilian use. In 2015, Sweeney was a founder and equity partner of GenUPS International, a smart power systems startup, where he also served as Director of Product Development.
