He married Smt Kamlesh Meena in 1995. 1993, he attended University of Rajasthan where he received a Bachelor of Engineering (Civil). He is a contractor by trade.
He was appointed Cabinet Minister in the third Ashok Gehlot Ministry with portfolios for Food and Civil Supplies and Consumer Affairs.
He was elected as MLA in the 14th Legislative Assembly of Rajasthan (2013) elections. He defeated Rishikesh, Bharatiya Janata Party candidate, by a margin of 6.232 (4.36 C/O) votes.

Ramesh Chand Meena, born 15 January 1963, is an Indian politician. He currently serves as Minister of Food and Civil Supplies and Consumer Affairs at Ashok Gehlot ministry and is also a member of the 13th, 14th and fifteenth Legislative Assembly of Rajasthan. As a member Indian National Congress, he currently represents Sapotra (Assembly Constituency).
Meena is an MLA for three strengths. In 1993, he was an Independent candidate. He lost the election and finished third with 18,071 votes (25.21 C/O). He was again challenged in 1998 elections but lost again and finished fourth with 7,504 (9.54% c/o) votes. He was a member and candidate of Bahujan Samaj Party in the 2008 Rajasthan Legislative Assembly election. His victory over Mukhraj, Indian National Congress candidate, was his second failure. He supported the INC government openly and joined Indian National Congress 2013.
In 15th Legislative Assembly of Rajasthan (2018) elections, he elected third continuously time Member of Legislative Assembly of Sapotra by defeating Bharatiya Janta Party candidate Golma Devi Meena by a margin of 14,104 (8.26℅) votes.
