Mallipudi Mangapati Pallam Raju, born 24 January 1962, is an Indian politician. He was the former Union Minister of Human Resources Development in Central Government. He is a member the Indian National Congress’ 9th, 14th, and 15th Lok Sabha. He is the representative of Kakinada in Andhra Pradesh, and a member the Indian National Congress.

His entry to politics was purely accidental. He was not encouraged to become a politician even though he was from a political family. After the death of his mother, he returned to India in 1988 after his father suffered a stroke. He was encouraged to run for the general election in 1989 by the party. He made the decision. He felt that there was no better reason to go back to the country at age 27.

He has held important positions in the state and national units of the Congress and was on the boards of successful Public Limited Companies. He was a director on the boards of Indian Airlines and Air India between 1994 and

1997. Between 1995 and 2000, he was the General Secretary of the Andhra Pradesh Congress Committee (A.P.C.C.) He was a Member of the All India Congress Committee (A.I.C.C.) from 1997 to 2000. In 2000, he was the chairman of the Science and Technology Cell, Andhra Pradesh Congress Committee (A.P.C.C.)

He started his IT career. In the field of Computers and Information Technology, he worked in Boston, USA, and Oslo, Norway. His career began as a Research Assistant at Temple University in the USA (1985-1986). From 1986 to 1987, he was a Research Associate at Federal Group Incorporated in South Natick, USA. He was the Sales Coordinator for international operations at Norsk Data A.S. in Oslo, Norway. He is also a successful entrepreneur in IT. He founded and managed the Indian operations for TTM (India Private Limited) (ASIC Design Services) in 1999. This was a US-based chip design company based in Secunderabad, Andhra Pradesh.
