He graduated from there in 1977. Hovannisian, a member of the Armenian Youth Federation’s California chapter and later as a leader, was an Armenian Revolutionary Federation youth organization.

Raffi Hovannisian married his wife Armenouhi in 1985. They had five children: 4 boys and 1 girl. Garin K. Hoviannisian, a journalist/filmmaker, is one of his sons. Hovannisian speaks fluently in Armenian, English and Russian.

Hovannisian, a descendant of Armenian Genocide survivors, was born in Fresno, California to a family of professors. He moved to Armenia with his family in 1990 and was appointed as the first Minister of Foreign Affairs of the newly independent Armenia by then-President Levon Ter-Petrosyan. In 2002, Hovannisian founded the Heritage party, which won 6% of the popular vote in the 2007 parliamentary election.

On 7 November 1991 Raffi Hovannisian was appointed as the first Foreign Minister of Armenia. On March 2, 1992 as the Foreign Minister of Armenia, Hovannisian raised the Armenian tricolor at the United Nations headquarters in New York. He served in that position until October 16, 1992, when he was forced to resign, because he and President Levon Ter-Petrosyan took two very different approaches to Armenian national issues.

From 1981 to 1982, Hovannisian was a Tufts University lecturer in Armenian History. He worked in international law and civil litigation at the firms Hill, Farrer and Burrill, Whitman & Ransom, Stroock & Stroock & Lavan, and Coudert Brothers from 1985 to 1989.

Raffi K. Richanisian (Armenian: Raffi Khichard Hovhannesean; born 20th November 1959) was an Armenian politician. He is the first foreign minister of Armenia and founder of the national liberal Heritage party. He founded the Armenian Center for National and International Studies (the country’s first independent research centre).

Hovannisian graduated from the University of California at Berkeley (1977-1978) in the Department of Political Science. He attended the University of California Los Angeles, Department of Armenian History, from 1979 to 1980. Hovanissian received an M.A. from The Fletcher School of Law and Diplomacy at Tufts University in 1982. Hovanissian is a specialist in international law and diplomacy. He received his J.D. in 1985. Georgetown University Law Center.

In October 1988, Hovannisian wrote an article for the Los Angeles Times supporting the Karabakh movement. He was in Soviet Armenia in December 1988, when an earthquake shook northwestern parts of the country. In February 1990, he settled in a one-bedroom apartment off Azizbekov Square (now Sakharov Square) in capital Yerevan. Hovannisian was the Yerevan office director of the Armenian Assembly of America. His family moved to Yerevan in fall 1990.

According to official results, Hovannisian’s party earned over 81,000 votes or 6% of the total vote guaranteeing 7 seats at the Armenian National Assembly.
