Mariano was nominated by National Democratic Front on May 31, 2016. He will now be joining the Cabinet of Rodrigo Duterte to serve as Secretary of the Department of Agrarian Reform. On June 30, 2016, he took over the Secretaryship from Virgilio De los Reyes. The Commission of Appointments rejected his appointment as Secretary of Agrarian Reform on September 6, 2017. This made him the fourth member of the Duterte Cabinet that was rejected by CA. He follows former foreign secretary Perfecto Yasay Jr. and Gina Lopez, who were both former environment secretary Gina Lopez and Judy Taguiwalo, who were also former social welfare secretary.
He assumed the presidency of the Bagong Alyansang Makabayan in 1998. In 2004, he was elected to the Anakpawis party list and served as the party’s representative in the Philippine House of Representatives from 2013 to 2013. He pushed for the passage the Genuine Agrarian Reform Bill, which would have allowed farmers to receive land for free. He was among five progressive legislators detained in 2006 at the Batasang Pambansa Complex for plotting to overthrow President Gloria Arroyo’s government.
