He also ranked 11th among NFC quarterbacks with an average 71.4 rating. He was one of five quarterbacks to pass for over 3,000 yards in a single season in franchise history, along with Roger Staubach (2x), Danny White (4x), Steve Pelluer (1x) and Aikman (5x).

He was a senior and led the Panthers to 1995 AAAA State Championship, under Coach William Godfrey. This made them the first all-African American school to reach this level of competition in Georgia. He was accompanied by future Olympic athletes Terrence Trammell and Angelo Taylor. He was also awarded Parade All-American, All-state (second consecutively) and Georgia Player-of- the-Year by USA Today. He completed his high school career with 4,450 yards passing, 37 passing touchdowns and 1,489 rushing miles, along with 32 rushing touchdowns.

Carter originally signed a football letter of intent with Georgia Tech in 1996, but opted instead to play minor league baseball after being selected by the Chicago Cubs as an outfielder 52nd overall in the 1996 MLB draft.
