Sands earned the BA qualification in the field of public administration from Brasenose College at Oxford in 1984. He was a student at the UK’s Foreign and Commonwealth Office, that he quit to pursue an Harkness Fellowship in Harvard University to earn a master’s degree in public administration at the Kennedy School of Government.
