Keen is a native of High Wycombe, Buckinghamshire. In 1980, he was the winner of the time-trial competition for the schoolboys. The result led to him being selected of the British Cycling Federation for the national track team despite having no track prior experience. Keen studied at the John Hampden School school, and then completed the degree in sports studies from University College Chichester, where he began to study human performance from an academic point of view. He then went on to earn the Master of Philosophy degree in exercise Physiology from Loughborough University, and devised an investigation program on the physical limitations that hinder the pursuit race. The researcher wrote British Cycling asking if they would like to participate on the trial. The British Cycling team agreed that they would send a few junior cyclists. At the same time, Keen was working as an instructor in exercise physiology for University College Chichester and the University of Brighton.
