Paul Mangwana is one of the most popular and richest Civil Servant who was born on August 10, 1961 in Southern Rhodesia, Zimbabwe. Munyaradzi Paul Mangwana (born 10 August 1961) is a Zimbabwean politician who previously been in the cabinet of Zimbabwe.
The month of April was when Mangwana is appointed be a member of ZANU-PF along with Douglas Mwonzora of the MDC-T and Edward Mkhosi of MDC-N as co-chairs of the Committee to hear the views of Zimbabweans and draft an updated Constitution to be adopted by Zimbabwe. The process of creating a constitution was the focus of a documentary called Democrats (film) produced by Danish filmmaker Camilla Nielsson. Mangwana is featured in the film along with Mwonzora.
Following the Indigenisation and Economic Empowerment Act, that allows Zimbabweans to have the majority of any business, adopted in March of 2008, Mangwana stated that the law would not necessarily mean that expropriation would be a possibility and it was “no reason to panic”. He also said that existing companies would “need time to adjust” and added it was likely that “engagement and consultation” would occur within a timeframe of five or 10 years. In defense of laws, he claimed “the revolution is not complete until indigenous Zimbabweans own the means of production”.

Mangwana who previously been the Deputy Minister for Transport and Communications, was appointed Minister of State in charge of State Enterprises and Parastatals on 25 August 2002. He was later appointed Minister for Labour and Social Welfare on 9 February 2004. He later was appointed as the interim Minister for Information prior to being appointed the Minister for Indigenisation and Empowerment on 6 February 2007.
Mangwana was chosen by ZANU-PF as their nominee for House of Assembly seat from Chivi Central constituency, in Masvingo Province, in the March 2008 parliamentary elections. He was elected with 8,228 votes, beating Chivhanga Henry from the Movement for Democratic Change, who got 6,471 votes as well as Mufudzi Tinashe, an independent who got 452 votes.
On 7 January 2009, The Herald reported that Mangwana was taking over as Acting Minister of Information and Publicity following the dismissal of Sikhanyiso Ndlovu, who failed to win a seat in the 2008 election.
