Baker came back to Hartlepool to play in their reserve team on the 17th of February, one night after having played in the opposite side of England. Baker’s desire to play in the first team football eventually paid off after he was unexpectedly returned to Hartlepool’s first-team throughout the season. The season ended in 1999, Baker was released by Hartlepool and was rumored to be heading into the Conference after a lengthy trial with newly relegated Scarborough. But on the 27th of august 1999 Baker joined Carlisle United and made 17 games (2 goal goals) until his release in the summer following. On July 20, 2000 Baker signed with Northern League side Bedlington Terriers and later moved towards Durham City in January 2001 in exchange for the former England goalkeeper for the U-18 team Adam Clementson. He was released from Durham on November 1, 2001, to sign with Blyth Spartans.
In March 2008 he was appointed as assistant manager, under Tommy Cassidy at Newcastle Blue Star. Later that month he was appointed as Blue Star manager, but left in May 2008 to take a scouting role with Glenn Roeder’s Norwich City.
The time he spent at Scunthorpe was also a brief one. It ended on the 27th of March 1997, following 21 league games, where he scored 9 goals, he was transferred at Hartlepool United, as player-coach. The team played another 35 league games where he scored 9 goals. In 1998, the season’s close season he turned down the chance to be Torquay’s manager/player. Once Mick Tait was sacked as Hartlepool manager in January of 1999 and his tenure with Victoria Park looked to be closing in. He was even on trials at Plymouth Argyle in February 1999 and played for Argyle Reserves in their 3-2 victory over Swansea City at Home Park in the South West Trophy on the 16th of February. The lack of fitness for matches following two broken ankles and 2 fractured legs over the past two years, was Kevin Hodges’ main reason to not sign him with Argyle.
