Patricia Ann Turner was born in 1952 in Alice Springs, Northern Territory, Australia to Emma and Alec Turner. Her mother was a descendant from the Gudanji people, and her father’s family was of Arrernte family. The middle child of the family with five brothers, Turner was a reader from an early age. Her father ran a company, which was a windmill construction business around the region, however, he was killed in a workplace accident at the age of 11. Turner was just 11. Her paternal grandfather, Charles Perkins, was her great uncle, and was a major influence on her commitment to education and the protection of indigenous traditions. Her mother’s struggle to get an amount of compensation as a widower and to find a job after the death of her husband was crucial in her growth as a feminist.

The year 1994 was the time that Turner was named an “most senior Indigenous government official in Australia” when she was appointed Chief Executive Officer for the Aboriginal and Torres Strait Islander Commission. The position was held over four years during which she earned her master’s degree in public administration, with the thesis,”From paternalism and participation in the function in the Commonwealth in the administration of Aboriginal and Torres Strait Islander affairs policy. Following her time, Turner served as the “Monash Chair” of Australian Studies at Georgetown University in Washington D.C. for 18 months in 1998 and 1999.

In November 2019, it was announced that Turner would be one of 20 members of the Senior Advisory Group to help co-design the Indigenous voice to government set up by Ken Wyatt, the Minister for Indigenous Australians. The Group is co- chaired by Wyatt, Marcia Langton and Tom Calma.

Turner relocated from Canberra to Canberra in 1978, and started working for the Equal Opportunity Branch to assess the types of jobs available to Public Service Board could be filled by native Australians. In the early days the APS acknowledged that only 20 jobs in the government were suitable for indigenous people and Turner created strategies to counter the systemic biases that hinder the funding and opportunities to Aboriginal Australians. When she joined the APS in 1981 Turner began her role as a liaison official for the Commonwealth heads of Government Meeting (CHOGM) which was held in Melbourne In 1985, she was appointed Director of the Alice Springs office of the DAA. After a year in this post, she was promoted to the position of first assistant secretary for the Economic Development Division of the DAA which she held over three years. After 1989, she was appointed the Deputy Secretary of the DAA and, in the year 1990, was recognized as a fellow of the Order of Australia for her dedication to public service. From 1991 to 1992 , she served as Deputy Secretary within the Department of the Prime Minister and Cabinet. In this time she was responsible for overseeing the establishment of the Council for Aboriginal Reconciliation and Office of the Status of Women.

Pat Turner, AM (born 1952) is an aboriginal Australian of Gudanji-Arrernte origin who worked in the capacity of a public administrator to implement policies that ensure the right to self-determination of indigenous people. She was recognized with in 1990 the Order of Australia in 1990 for her contribution to the cause.

When she was a student in 1972 Turner was a member of as a member of the Australian Public Service (APS) and was trained as a welfare officer in the newly established Department of Aboriginal Affairs (DAA). The first woman to be appointed to the position within Alice Springs as a welfare officer, Turner worked to build bridges between the Aboriginal community and the state with a focus on programs for youth at risk and health and wellbeing community initiatives. She was in 1976 when she began taking classes in social work offered by the South Australian Institute of Technology and was dissatisfied with the way the instructors dealt with issues of community using a temporary solution instead of studying society and suggesting actual modifications. In 1976, she joined radical student movements. Turner began to be involved in the Aboriginal rights movement, environmental activism as well as labor unions, and the Women’s Liberation Movement. The same year Turner was elected vice- president of the Federal Council for the Advancement of Aborigines and Torres Strait Islanders (FCAATSI) and urged other students to take part in political activism.

Returning to the APS, Turner worked in senior management positions in Centrelink and the Department of Health before retiring from the APS in 2006. From 2006 to 2010, she worked on the development and prepared for the launch of the National Indigenous Television. In 2011, she joined the advisory council of the Australian National Preventative Health Agency, serving until 2016 when she became CEO of the National Aboriginal Community Controlled Health Organisation (NACCHO).
