Ousmane Ngom is one of the most popular and richest Politician who was born on May 18, 1955 in Saint-Louis, Senegal. Ousmane Alioune Ngom (born May 18 1955) is a Senegalese politician. As a leader of the Senegalese Democratic Party (PDS), Ngom served as a minister in the national unity government between 1991 and 1992, and then from 1995 until 1998. Ngom broke away between the PDS to create the party he was a part of in however, he returned to PDS at the time of 2003. Under the presidency of President Abdoulaye Wade, Ngom was an adviser to the president from 2003 until 2004 and then from 2004 until 2012. the same time he was an official in the government. He was eventually appointed being Minister of State in the Ministry of Interior between September 2010 and April 2012. In 2012, he been a deputy of Senegal’s National Assembly. Wade was elected Presidency in 2000. Ngom has been elected to his seat in the National Assembly in the April 2001 parliamentary election. He won his seat on the proportional representation from the national list. He was the sole PLS candidate to be elected to an election. He was selected to his position on the Municipal Council of Saint-Louis and the Regional Council of Saint-Louis in May 2002. The PLS joined together with PDS on May 3, 2003 in which Ngom was appointed President’s Adviser on International Relations, at the level of Minister on August 14th in 2003. Ngom was later named to the position of the Minister of Trade on the 19th of July 2004 before being promoted to the post that of Minister for the Interior within the government that was named on November 2nd on the 2nd of November, 2004.
The Sopi Coalition was defeated in the March 2009 local election in Saint- Louis. Ousmane Masseck Ndiaye, the head of the Sopi candidate list and Mayor of Saint-Louis, accused Ngom of contributing to the defeat by engaging in “factional activities”. Ngom’s spokesman, in turn, compared Ndiaye to a general blaming his troops for losing a battle, and he said that Ndiaye should take responsibility for the defeat by resigning from his government and party positions. Following the election, both Ngom and Ndiaye were excluded from the government of Prime Minister Souleymane Ndéné Ndiaye, which was appointed on May 1, 2009. Ngom was succeeded in his ministry by Ibrahima Cissé. However, Wade reversed himself within days, reappointing Ngom to his post as Minister of State for Mines, Industry, and Small and Medium-Sized Enterprises on May 4.
On 11 September 2010, Wade moved Ngom back to the interior portfolio. In the February–March 2012 presidential election, President Wade was defeated by Macky Sall, and consequently Ngom lost his post in the government when Sall took office in April 2012. He was subsequently one of 12 PDS candidates to be elected to the National Assembly in the July 2012 parliamentary election. On 30 July 2012, he said that the PDS deputies would do well in their new role as the parliamentary opposition because they benefited from having experience of government.
In the year that PDS joined the government for the second time, PDS was a member of government another consecutive time Ngom was appointed Minister of Health and Social Action and was in the position between March 1995 and March 1998. It was announced that the PDS leadership was reorganized the 5th of June, 1998 and Ngom was removed as the deputy leader of the party. He was appointed permanent secretary instead. Ngom resigned from the PDS the 11th of June, and announced the establishment of a new political party known as that of the Senegalese Liberal Party (PLS) on June 18.

Ngom, an attorney by trade is a native of Saint-Louis, Senegal. He held various posts inside the Senegalese Democratic Party (PDS) between 1975 and 1998 when it was in opposition. For some time, he was the highest ranking member of the party following Secretary General Abdoulaye Wade. In the past, he was as the National Secretary of the party to Press and Information, as Wade’s spokesperson for more than 15 years, as the National Secretary of Foreign Affairs and as the Deputy Secretary General. He was an elected Member of the National Assembly and President of the Liberal Parliamentary Group from May 1988 until March 1991. In the period that the PDS took part in this government, from the beginning of April until Oct. 1992 Ngom worked as the Minister of Labor and Professional Training. From 1993 until 1995, Ngom was an elected part of the National Assembly and President of the Liberal Parliamentary Group.
After the assassination of Constitutional Council Vice-President Babacar Seye in May 1993, Ngom was brought in to be interrogated as was Wade in May 18, 1993. Ngom as well as Wade were who were charged with complicity for the killing on October 1 1993, however, Ngom was never taken into custody or tried with parliamentary immunity.
In the government of Prime Minister Cheikh Hadjibou Soumaré, named on June 19, 2007, Ousmane remained Minister of the Interior and was promoted to the rank of Minister of State. On March 31, 2008, he was moved to the post of Minister of State for Mines, Industry, and Small and Medium-Sized Enterprises.
