Ofelia M. Samar-Sy is one of the most popular and richest Physician who was born on January 25, 1962 in Nabua, Philippines. Growing up from Malawag, Nabua, Camarines Sur, Philippines, she graduated from Malawag Elementary School in 1973. After she graduated from in the year 1973, Summa Cum Laude at Bicol University, she was given an entire State Scholarship in Doctor of Medicine. Once she became an internist-cardiologist, she returned to Bicol and begun practicing her profession in the countryside. She has sponsored numerous students, and as well as her official practice, she has also treated a number of poor patients. She serves her nation and community through numerous scholarships, educational programs and other charitable and medical programs.

For eight consecutive years, she served as president of the Philippine Science High School Bicol Region Campus – GPTA and was the leader of teachers of Bicol Scholars as volunteers in helping the school to construct classrooms and an eLearning Center in its early stage of development and in sponsoring medical missions and other activities to support the development of higher-quality education. Under her direction as president, the GPTA was also able to assist students from the school participate in numerous international and national competitions. In addition, the Philippine Science High School System is the Philippines leading secondary school that caters to gifted students in the areas of mathematics, science and technology. As part of her campaign for higher educational opportunities, Samar-Sy committed her life and effort in the capacity of GPTA the President of Bicol University Integral Laboratory School from 2007 until 2010 and supervised parents in the development of an eLearning Center as well as reading programs.

She was instrumental in facilitating with Department of Education (Philippines) the fast realization of an extension school with makeshift classrooms. As of December, 2017, the Yellow Boat of Hope Foundation has donated 2,024 yellow fishing boats, 20,211 yellow school boats, built eight schools, one bridge, and sponsored 10 Yellow Boat Adventures in impoverished areas of the Philippines.

She also has led various medical mission, relief distributions, food programs, and gift-giving events as the President of the Ibalong Medical Center Foundation since 2005, as a member of the volunteer and as President of Pinoy Power Bicol Coalition, Inc. since 2009 and as the President of the Albay Medical Society from 2010. She has supervised volunteers taking part in the policies of good governance and the fight against poverty of different government agencies.

They completed the Fellowship Training Program in Cardiology at the University of Philippines, Philippine General Hospital.

Along with Jay Jaboneta and Anton Mari H. Lim, she helped create the Yellow Boat of Hope Foundation, and she was instrumental in helping the Yellow Boat of Hope Foundation win the Liberal Project Award by the Friedrich Naumann Foundation in November 2011.
