Dashbalbar was born in Naran district in Sukhbaatar Aimag, in the east of Mongolia in the year 1957. He graduated from the high education in Sukhbaatar and graduated in 1984 at the Maxim Gorky Literature Institute in Moscow. His love for the written word and books was evident from a young age and it is believed that he was a poet prior to learning to read. Friends have reported that he was a book lover and that they would often say that he’d own large libraries when the time came for him to be a grown-up. When he first began earning money, he would spend every penny on books.

According to Gangaabaatar’s son, during the final days of his lifespan Dashbalbar began to feel that he was poisoned by officials sanctioned by the state. Some believed that Dashbalbar might be showing symptoms of schizophrenia in a clinical way. On the 16th of October 1999 Dashbalbar received admission to a hospital and passed away later in the night. The health situation in Mongolia at the time made it impossible to conduct a thorough post-mortem to be performed therefore the exact reason for his death is unclear. The public is still convinced that he, just as Zorig had, a mere year earlier, been killed mostly due to his displeasure with corruption within the government however, one could imagine due to his popularity as a national figure.

After being elected to the position of State Great Khural in the first democratic elections held on June 22, 1992 an official for the Traditional United Conservative Party, Dashbalbar was already a well-known writer, soon became a well-known politician. However, his popularity made him vulnerable to forces from outside particularly during the turmoil surrounding the murder in fall 1998 of the leader of the democratic party Sanjaasurengiin Zorig, for whom certain people believed that he was directly accountable.
