O-Gon Kwon is one of the most popular and richest Judge who was born on September 2, 1953 in Cheongju, South Korea. O-Gon Kwan (born on 12 September 1953) is an internationally renowned South Korean judge, best known as one of three judges who ruled in the trials of Slobodan Milosevic. He also served on the bench during the trial of the former Bosnian Serb leader, Radovan Karadzic.

In the ICTY, Kwon served on the bench that handled trials of Slobodan Milosevic. He has been involved in numerous preliminary cases, contempt trials and sentencing judgements. As as a member of Trial Chamber II, Judge Kwon is on the bench that hears the Prosecutor against. Popovic et al. Additionally, he is a part of the Referral Bench, which determines the case before the Tribunal can be tried before the national courts. In addition, he’s part of the Tribunal’s Rules Committee, which is mandated to propose amendments and additions of rules of procedure and evidence. Kwon was re-elected to a new two-year term as Vice President in November 2009.

In 2011, Kwon was elected by the Coalition for the International Criminal Court (CICC) as one of the five members in the Independent Panel on International Criminal Court Judicial Elections.

The International Criminal Tribunal for the former Yugoslavia (ICTY) is an institution that is established as an administrative court in the United Nations to investigate and prosecute war crimes that took place across the Balkans during the 1990s. The Tribunal was able to decide on war crimes including ethnic cleansing genocide, war crimes as well as crimes against humanity. The year 2001 saw the inauguration of O-Gon Kwan was appointed the Judge for the Tribunal on 17 November. As one of the Tribunal’s judges, his responsibility was to determine whether or not those who were accused of war crimes in the Balkan conflict. Kwon has an LL.B. (1976) as well as an LL.M. (1983) at Seoul National University. He completed his Bar Apprenticeship at Seoul National University’s Judicial Research and Training Institute at the Supreme Court of South Korea (1979). Judge Kwon also has an LL.M. (1985) in 1985 from Harvard Law School. Judge of the Seoul District Court in 1979 and in 1980, Kwon became Assistant Legal Advisor to President Chun Doohwan of Korea which that he held until 1984. From 1986 to 1990, he served as an judge in the Seoul Criminal District Court and Judge at the Daegu High Court. From 1990 until 1992 the Judge Kwon was the Planning Director for the Ministry of Court Administration. From 1992 until 1993, Judge Kwon served as a Research Judge in the Supreme Court of South Korea. In 1993-99 He was a Presiding Judge at his Changwon, Suwon, and Seoul District Courts. Between 1993 and 1999 he was also the Director of Research for the Constitutional Court of Korea from 1997 until 1999. He was also a Presiding Judge in the Daegu High Court when elected as a Judge of ICTY through the UN General Assembly.

By virtue of a mandate (elected by his peers), he became Vice President of the International Criminal Tribunal for the former Yugoslavia in November 2008.
