Fischer is the daughter of Nora Barry in Homestead, Pennsylvania and is the daughter of Michael T. Barry and Olga Stipetich Barry, both first-generation United States citizens. She is the eighth eight children, who all have graduated from college. Fischer went to Saint Mary’s College, where she was a student of history and humanistic studies. In her undergraduate studies, she was a student at L’Universite Catholique (see Catholic University of the West) located in Angers, France for one academic year. She earned the Master of Arts degree in 1973, and following that, she graduated after that from Notre Dame Law School with the Juris Doctor in the year 1976.
Following her law school graduation Fischer worked as an editor of legal documents for Callaghan & Company, in part, she worked on the revisions for McQuillin about Municipal Corporations and to Fletchers Cyclopedia on Corporations. Fischer came back to Pittsburgh in 1977, where she was the first associate of a woman of Meyer Darragh Buckler Bebenek & Eck the insurer defense law firm. In the year 1980, Fischer was named the first female junior partner at Meyer Darragh Buckler Bebenek & Eck and, in 1982, it was the initial female partner.
In October 2010, Fischer sentenced a man from New Castle, Pennsylvania, to 30 years in prison for transporting and receiving child pornography.
