He was born in Noor, Mazandaran Province of Iran on 12 May 1960. In 1981, he was appointed to the City of Noor Police and became its Commissioner ten years later. He was elected as the Mazandaran Province Police Commissioner in 1993 after a period of two years as Noor Police Commissioner. He is married with two daughters and one boy.

Mohammad Reza Rouyanian, Persian: mHmdrD-rwynyn), is an Iranian businessman and football administrator. He was also a former commander of the Revolutionary Guard. From 20 September 2011, when he resigned, he was chairman of the multisport Persepolis Athletic and Cultural Club. From 2007 to 2011, he was the Head of Transportation Management Center. He was previously the Commissioner of Tehran’s Transportation Police between 2005-2007.

From 1985 to 1990, he was a member the Iran military team. Ahmadinejad was his candidate for the position of head of National Sports Organization in 2009. He succeeded Mohammad Aliabadi. However, he was rejected and resigned from that position. On 19 September 2011, he was appointed to the Persepolis Club Board of Directors. He was then elected chairman of Persepolis, succeeding Habib Kashani the day later on 20 September 2011.

On 22 January 2014, Rouyanian resigned as the club’s chairman and his resignation was accepted by the board of directors.
