Moeen U Ahmed is one of the most popular and richest Military Personnel who was born on January 21, 1953 in Begumganj Upazila, Chittagong, Bangladesh. Moeen Ahmed joined BMA Comilla in January 1974. He began his military career as a Second Lieutenant on January 11, 1975. He was commissioned into the 2nd battalion, East Bengal Regiment, an infantry regiment of Bangladesh’s army that was established during the Pakistani era. His batchmate Abu Tayeb Mohammed Zahirul Alam, who later became a general, was awarded the “Chief of Army Staff Cane”. He was a Bangladesh Air Force flight cadet before joining the army. However, he was forced to leave Russia due to ill health. His career in instruction began as a Weapon Training Officer, then he was promoted to Platoon Commander in BMA (which later moved to Chittagong). After becoming Lieutenant General, he completed the NDC (National Defence College), course. This course is designed for colonel-level officers.
Behind the scenes Moeen was the chief actor. However, he was acting illegally as Chief of Army Staff during 2006-08 Bangladeshi Political Crisis. This violated constitution. The Caretaker Government was able to make some significant changes, such as the introduction of a national ID card and activation of an anticorruption bureau. Later, it was given more power and became a commission. The military-backed government is also responsible for opening the door to independent judiciary through implementation of relevant ‘Mazdar Hussain Cases’ and the formation of an independent judicial appointments committee. Initially, Bangladeshis appreciated the relief it provided after anarchy in major cities. But soon, people began to question the motives and objectives of the government. At a time when former Prime Ministers Khaleda Zia and Sheikh Hasina were delivering an effort to end their political careers, events like General Moeen’s publication on politics or the patronage of a political party headed by Ferdous Ahmad Qureshi weren’t received well.
According to US Embassy cables:”A few months before their arrest, the then army chief Moeen U Ahmed said reforms in political parties were essential but difficult to carry out with Hasina or Khaleda in Bangladesh, according to another cable sent by the then US ambassador Patricia A Butenis on April 22, 2007.”
Moeen was the key force behind the declaration of emergency in the country on 11 January 2007 widely known as 1/11 phenomenon. He upgraded his rank from Lt. General to General during his tenure when there was no regular government; the caretaker government was not mandated to work other than routine work and managing parliamentary elections. He also extended his one-year tenure of army chief, which is fixed for a time period. He has been accused of playing a controversial role by helping the caretaker government of Bangladesh to retain power after constitution stipulated three months duration. He has been identified as the main driving force behind the non-elected government but he has also been praised for arranging voter ID cards before 29 December 2008. He and the government has been accused of domestically and globally to de- politicise the country. Hundreds of political figures, including two ex-prime ministers, ministers, lawmakers and local government heads, have been imprisoned by the regime accusing them of corruption. Although some of these figures were notoriously corrupt, most of them do not have any specific allegation against them. The regime’s anti-corruption drive has been widely praised and criticized around the globe. Reacting his political statement Sheikh Hasina said if you have the ambition to do politics come without uniform.
Moeen Uddin Ahmad is a former Bangladesh Army general and the 12th Chief Of Army Staff of Bangladesh Army. He served as the 12th Chief of Army Staff from 15 June 2005 until 15 June 2009. The last extension was for one year during the caretaker government headed by Fakhruddin Islam. As a Defence Attache at the Bangladesh High Commission Islamabad, Pakistan, he was a Colonel and before that, he served in UN Peacekeeping in United Nations Assistance Mission for Rwanda in 1995 as a Colonel.

Moeen Uddin Ahmad is the first army chief-of-staff to be commissioned at the Bangladesh Military Academy, then at Comilla (now in Chittagong). Although he is the first four-star regular general following the liberation battle, the first four-star official general was M. A. G. Osmani who led the war for independence in 1971. The second person to be commissioned was Lieutenant- General Mustafizur Rahman, who was promoted from full general to the day he retired on December 23, 2000.
In 2002, he was promoted to the rank major-general and appointed commander of the 19th Division. The following year, he was made the 24th Division’s commander. In 2004, he was promoted to the rank of Chief of General Staff (CGS), and on the 15th June 2005, he was appointed the Chief of Army Staff by Khaleda Zia, the then Prime Minister of Bangladesh.
“Moeen said senior Bangladesh Nationalist Party leaders met recently with government officials and decided that [BNP Chairperson Khaleda] Zia must go,” said the cable Butenis wrote citing discussion with Moeen. Awami League chief Hasina, who left for the US on March 15, 2007, was indefinitely barred from returning and Khaleda was expected to depart for Saudi Arabia shortly, she added.
