He is a graduate of St. Ignatius College Prep and Loyola University where he earned a bachelor’s degree in sacred theology, studied law at DePaul University College of Law until entering the University of St. Mary of the Lake Seminary in Mundelein, Illinois in 1990. On May 21, 1994, McGovern was ordained to the priesthood. He has served pastor of St. Raphael the Archangel Parish in Old Mill Creek and Dean of Deanery 1-A, and was later named as the interim Vicar of the Archdiocese of Chicago in February 2020.
Pope Francis appointed McGovern bishop for the Diocese of Belleville on April 3, 2020. In 2020, McGovern will be consecrated as a bishop and installed at Belleville, though a date has yet to determined due to the COVID-19 pandemic.
