He was a delegate in PAIGC’s First Extraordinary Congress (November 1981) as well as its The Second Extraordinary Congress (January 1991), Fifth Ordinary Congress (December 1991), Sixth Ordinary Congress (May 1998) and the The Third Extraordinary Congress (September 1999) and its Fourth Extraordinary Congress (January-February 2002). He was elected the President of PAIGC’s National Commission of Verification and Control at the Third Extraordinary Congress in 1999 and was elected as an Third Vice-President for PAIGC during the 4th Extraordinary Congress in 2002. Kabi is known as to be a PAIGC hardliner.
Vieira has disbanded the National People’s Assembly and appointed Carlos Correia to replace Kabi as the Prime Minister on the 5th of August 2008. Kabi was away from his country due to reasons of health.
PAIGC withdrew its backing for Kabi on February 29, 2008, saying that this was done “to avoid acts of indiscipline threatening cohesion and unity in the party”. PAIGC President Carlos Gomes Júnior criticized Kabi for allegedly lacking loyalty to the party and sympathizing with the PRS. At PAIGC’s Seventh Ordinary Congress in June–July 2008, Kabi was a candidate for the party leadership; Gomes and Malam Bacai Sanhá were the main candidates, however, and Gomes was re-elected as PAIGC President. Kabi received 95 votes, placing a distant third.

Under the leadership of the Prime Secretary Carlos Gomes Junior, he was the Minister for Energy and Natural Resources from May 2004 until April 2005, at which point the position was changed to the Minister for Defense. When the President Nino Vieira dismissed Gomes Junior and the Standing Committee of the PAIGC Political Bureau selected Kabi in his place as the Prime Minister, however, Vieira instead chose to appoint Aristides Gomes Aristides Gomes, an ex- PAIGC dissident who was loyal to President Obama, the new Prime Minister on the 2nd of November, 2005. PAIGC claimed that the selection by Gomes is “arbitrary and unconstitutional”, however, it was affirmed in the Supreme Court in January 2006.
The PAIGC and the Social Renewal Party (PRS) along with the United Social Democratic Party (PUSD) agreed to an “stability pact” in March 2007. Following the loss of Aristides Gomes in his no-confidence vote, and then submitted his resignation by the conclusion in the month Kabi became the candidate for the new Prime Minister by the alliance of three parties. On April 9th, it was revealed that the president Joao Bernardo Vieira was against the selection of Kabi and the coalition claimed they had remained with Kabi as their preferred choice. that same date, Vieira named Kabi for the position of Premier. Kabi declared that the primary priority of his new government will be the preparation of the planned 2008 legislative elections as well as stating that reconciliation between the nation was essential to accomplish this goal, and said that Kabi will “make dialogue a priority of [his] term in office”.
After Kabi dismissed the directors of customs, taxes and the treasury on July 25, 2008 without notifying the party in advance, PAIGC decided to withdraw from the three-party stability pact that was signed in March 2007.
