He took an approach that was based on physics to gain an understanding about the patterns and scales. Self- healing or self-maintaining, systems was initially known as Computer Immunology because it was based on studies in what is known as the Danger model of the human immune systems. The research studies are published as a variety of formats from 1999 between 2003 and 1999, culminating in a journal review and an alternative method of automatized machine learning for system- wide behavior-based characters. The idea was based on exponential smoothing (which was known as geometric average) to facilitate fast learning and a two- dimensional cylindrical time model that is based upon the idea that the network traffic of clients and servers is expected to behave as the quasi- periodic stochastic functions (a feature of systems that is near equilibrium).

Promise theory was introduced as a model of voluntary co-operation between agents, in 2004, for understanding human-computer systems with complex interactions, and was later developed with Dutch computer scientist and friend Jan Bergstra into a book. Interest in promise theory has grown in the IT industry, with several products citing it.

Since 2007, Burgess has turned his attention to the matter of knowledge representations and knowledge management, often using Promise Theory as an agency model.

The research conducted from 1998 to 2002 culminated in the publication of a monograph Analytical Network and System Administration: Management of Human- Computer Systems. Although it was quite extensive about some aspects of the system, Burgess identified a missing part of the puzzle which was the best way to explain the distributed cooperation between computers within networks. This led to further work which eventually led to Promise Theory, proposed at the Distributed Systems, Operations and Management conference in Barcelona in 2005.

The notion of an equilibrium or steady state operation thus became the baseline, replacing arbitrary thresholds used in the monitoring software of the day. The software CFEngine became the proof of concept platform using these methods for system state anomaly detection, from 2002 to the present, and received widespread use.
