Birrell is currently working as an attorney practicing in Melbourne and is also the chairman of Infrastructure Partnerships Australia, the most prominent advocacy body for infrastructure in Australia. Birrell is also the non- partisan Non-Executive Chairman of the Australian Payments Council, the organization that coordinates the strategic direction of Australia’s Australian payment industry. In addition, he is an active member of the Board of Australia Post, is an active member of the Australian Institute of Company Directors and is in the Board of the Victorian Employers Chamber of Commerce and Industry. He is also the chairman of the Port of Melbourne Corporation. He previously served as a trustee of Melbourne Cricket Ground (1992-96) and the Melbourne Cricket Ground (1992-96) as well as the Melbourne and Olympic Parks Trust (1995-99).

After the defeat of the Kennett Government at the 1999 election, Birrell continued as Liberal Upper House leader and served as shadow Minister for Industry, Science and Technology. Widespread media commentary called for him to switch to the lower house and take the Leadership of the Victorian Liberal Party as his predecessor Sir Rupert Hamer had done. However, Birrell decided to leave Parliament and return to private enterprise after the 2002 election.

Birrell was elected the leader in his Liberal Party in the Legislative Council from 1988 , and in 1992, he was elected the government leader of the Upper House, a position that he held until 1999. In this time, he was as the Minister of Conservation and Environment and was instrumental in establishing the Yarra Ranges National Park, the first law to protect coastal areas in the state, overseeing the revitalization of Albert Park, as well as dealing with the most important issues of stakeholder concerns.

After the 1996 election he swapped his Ministerial portfolios for the Industry, Science and Technology portfolio. As minister he oversaw the State’s first “Science, Engineering and Technology policy,” legislating for 7-day shop trading, and overseeing a successful investment attraction program.
