Arango Buitrago was born in the Antioquia district of Colombia in 1978 to Gustavo and Romelia. As the third child of eight She grew up near the outskirts town in Santa Marta Antioquia, and was educated at the Marco Fidel Suarez School. She later became an educator at the nursery school and in 1999 gave the birth of a son named Juan. In 2003 she was diagnosed with retinitis pigmentosa, an eye disease that is degenerative. The condition grew worse and, over the next few years, she lost her vision. At first, she was depressed and for two years she was unable to move out of her home. She was able to overcome the cycle of depression after she made the decision to manage her disability and learn how to accept it. The next two years she learned braille, and eventually found jobs in factories, making gloves for hospital patients. In her spare time, she loved swimming, however, an unintentional meeting with the running trainer Juan “Chope” Guillermo Rodriguez inspired her to start sports.

The following year, Arango Buitrago was a representative for Colombia again in 2013, the IPC Athletics World Championships held in Lyon, France. She competed in two events: in the T11 800m as well as the T12 1,500m. Both were coached by Jonathan Sanchez Gonzalez. In the 1,500m race, she received a place in the initial semi-final along with three other T12 athletes and none of her competitors had guides. She placed second with her season’s best timing of 5:09.81 and was automatically made it to the last. The sole T11 participant in the final, she placed fourth in 5:07.47 she was the fastest athlete with a guide. The 800m, in the category T11 race, with all athletes instructed, she placed second in the heat, with an average of 2:31.03. In the final race, Arango Buitrago completed the race in 2:24.85 an all-time record for the area to finish second to Annalisa Minetti of Italy to win her 2nd World Championship silver medal.
