On January 29, 2017, Parra de Mestre was appointed the executive vice president of PDVSA The Venezuelan state-owned oil firm through President Maduro. This came as part of a large-scale change in the board of directors of the company in as a way to cut down on corruption and improve its management. business as part of the Maduro’s “Plan Guayana Socialista”. The decision was seen as part of a re-takeover of the oil industry in Guyana by military.
Parra de Mestre elevated into the position of rear admiral July 5th, 2011, making her the very first female from Zulia to achieve this rank. On July 4, 2014, Parra de Mestre became the very first Venezuelan woman to be promoted to Vice Admiral rank after Vice Admiral was promoted by President Nicolas Maduro promoted her to the rank of vice admiral. On the same day, it was her first time to be the leader of the joint military and civil parade that is held every year in celebration of the anniversary of the signature of the Venezuelan Declaration of Independence.

Maribel Parra de Mestre (born 24 August 1965) is a Venezuelan naval officer and executive of an oil company. She was ranked the 11th class of the Military Academy of the Bolivarian Navy and her career in the naval service included work in the field of logistics. She also served as an assistant to the President of Venezuela and the deputy commander of cadets at the academy of the navy. In 2011, she became the very first female from Zulia to attain the level of rear admiral, and in 2014 she became one of the very first Venezuelan woman promoted to the rank vice admiral. An ardent supporter of the former Chavez’s president Hugo Chavez, she was named by Chavez’s successor Nicolas Maduro as executive vice president of Venezuela’s PDVSA, the state-owned oil company. PDVSA in 2017. It was seen by some as a plan to take over the oil industry through the army.
Parra de Mestre assigned to serve as an alferez Navio (approximately equal to sub-lieutenant , lieutenant, or senior level) with a particularization in electronics. She completed the marine-training course in 1988, and later completed her studies at the National Experimental University of the Armed Forces with an advanced degree. She became a frigate lieutenant. Following her promotion to lieutenant, she was an aide to President of Venezuela. Parra de Mestre later promoted to the rank of frigate captain and was sent into the United States for one year to attend the Western Hemisphere Institute for Security Cooperation. After returning to Venezuela she was appointed an assistant commander in the Navy Academy cadet battalion. She also was promoted to captain, she was appointed director of the Commissariat and Supply department. She was later appointed the director of logistics for the Vargas Infantry Division.
