Mamadou Koulibaly is one of the most popular and richest Economist who was born on April 21, 1957 in Azaguié, Ivory Coast. Mamadou Koulibaly, born 21 April 1957, is an Ivorian politician and Chairman of LIDER (Liberte et Democratie pour la Republique), a classic liberal political party he established in July 2011. He was previously President of the National Assembly of Cote d’Ivoire, Minister of Budget 2000 and Minister of Economy and Finance 2001-2011. He was a leader member of the Ivorian Popular Front, and briefly led the party as an interim leader in 2011.
In an interview with Le Courrier, Koulibaly strongly criticized UNOCI (United Nations Operation in Cote d’Ivoire) after President Gbagbo granted the National Assembly’s parliamentary mandate in Jan 2005. This was contrary to the wishes and recommendations of United Nations mediators. Koulibaly stated that UNOCI has ceased to play an important role in the resolution of the Ivorian conflict, and was actually causing more problems.
In June 2010, Koulibaly accused Désiré Tagro—the Minister of the Interior and another top ally of Gbagbo—of embezzling money and showing regional favoritism regarding admissions to a training school for the police. Gbagbo ordered an investigation into the allegations; in July 2010, the investigation judged that the allegations were without merit, and Tagro, who continued to enjoy Gbagbo’s favor, was ultimately unscathed by the episode.
Koulibaly finally resigned on 12 July 2011 over the unwillingness of hardline members of the FPI to accept Ouattara’s victory and take steps to form a credible political opposition party, LIDER.
After the 2002-2003 civil conflict, which saw rebels fail to overthrow Gbagbo but take control of the north, Koulibaly was a prominent FPI figure who opposed the Marcoussis agreement and detested Alassane Ouattara. Simone Gbagbo was his wife and President of FPI Parliamentary Group. He was close to him. Ibrahim Coulibaly and other coup plotters are said to have conspired with President Gbagbo, Gbagbo’s wife, to kill Koulibaly before they were stopped in August 2003.

Koulibaly, a Muslim from the north of Cote d’Ivoire was born at Azaguie -Gare. He studied economics and became an economist. Koulibaly was Minister of Budget under the military transitional regime. He then served as Minister for the Economy and Finances between 18 May 2000 and 25 October 2000. After the dispute results of the October 2000 presidential elections, Guei was removed and Laurent Gbagbo, FPI leader, was sworn into office as President. Koulibaly kept his position as Minister of Economy and Finances and gained the title of Government Spokesman. These positions remained vacant until his resignation on 15 January 2001.
Koulibaly was an FPI candidate at the December 2000 parliamentary elections and was elected to National Assembly from Koumassi constituency. On 22 January 2001, he was elected President of the National Assembly without opposition. Emile Boga Doudou (another FPI deputy) was also a candidate but withdrew before the vote. As a gesture of cooperation, the opposition Democratic Party of Cote d’Ivoire supported Koulibaly’s candidacy.
Following the second round of the October–November 2010 presidential election, both Gbagbo and Ouattara claimed victory. Although his claim to victory was rejected by regional and international institutions, Gbagbo was promptly sworn in for a new term on 4 December 2010. Koulibaly was notably absent from the hastily arranged swearing-in ceremony, raising some eyebrows. In an interview a few days later, Koulibaly explained that he had been out of the country at the time. Regarding the severe political controversy that had erupted between Gbagbo and Ouattara, Koulibaly urged calm and stressed that the dispute should be peacefully resolved through the creation of a national unity government. He said that was the method settled upon for the resolution of post-election disputes in Africa and he said that it should be done quickly.
