He was the Minister of Culture and Communications from 2012 to 2014. Kotto, a former member of Canada’s House of Commons for the Bloc Quebecois was also a published author. He has also appeared in films.
He won the Bourget by-election with Parti Quebecois candidates with 40% of vote on May 12, 2008.
With the election of the Parti Québécois on September 4, 2012, Kotto became Minister of Culture and Communications.
Kotto was re-elected in the 2014 Quebec election with a smaller margin, but the Parti Québécois government of Pauline Marois was defeated and Kotto became a member of the Official Opposition caucus. He was defeated in the 2018 election.
Kotto declared that he would run for Parti Quebecois candidate in Bourget, Montreal on November 12, 2007. This was to fill the vacancy left by former PQ House Leader Diane Lemieux. He was unsuccessful in his previous attempt at provincial politics.

Kotto was an actor, stage director, and author before becoming a politician. Based on Dany Laferriere’s novel, Comment faire l’amour avec un négre sans se fatiguer (1989), Kotto was seen in the movie. In 2000, Lumumba was his second film, in which he starred as Joseph Kasavubu.
Kotto was elected as the Bloc Quebecois representative to the House of Commons of Canada in 2004 Canadian federal elections. He defeated Yolande Thibeault, the incumbent Liberal MP, and five other candidates in that election. Kotto was the first Canadian black Member of Parliament for Bloc after he won the Saint-Lambert riding. Two years later, he was reelected, with a comfortable but diminished popular vote and a larger plurality at the Canadian federal election 2006. To win his second term, he defeated five other candidates.
Kotto resigned his seat in House of Commons of Canada on March 5, 2008, in order to run in the provincial by-election. His vacancy was officially recognized by the Speaker on March 13, 2008.
