Maxwell started his career at Kidderminster Harriers. He was then loaned back to the club in January 2016, after he signed for Birmingham City of Champions. Maxwell was born in Kidderminster (Worcestershire), where he attended Baxter College. Maxwell scored in the final when his under-15 school team won 2012 Worcestershire Schools County Cup. This performance earned them the District Council award for school team the year. His football career began in the Kidderminster Harriers academy, where he also completed a BTEC Extended Diploma of Sport at Stourbridge College. He was part of the Kidderminster youth team, which reached the third round in the 2014-15 FA Youth Cup. They lost 2-1 to Championship side Blackpool’s children. Maxwell signed his first contract in December 2014. Maxwell, who was 17 years and 5 months old, made his debut in the Conference’s starting eleven. Maxwell made seven more league appearances during that season and scored in the finals of the Worcestershire Senior Cup, helping Kidderminster defeat Worcester City 2-1.

In 2015-16, he was a regular player in Kidderminster’s inaugural team. He made 22 league appearances during the first half. In January 2016, he signed a three-and-a-half-year contract with Championship club Birmingham City for a fee of PS75,000, to be paid in two instalments. He was also granted a youth loan to Kidderminster for the rest of the season. Maxwell made 15 more appearances and scored twice. His team were not able to avoid relegation, so Maxwell returned to Kidderminster for a second time. Maxwell’s performance for Kidderminster earned him the Players’ player of the season award. Maxwell was able to return to Birmingham City just in time to play for the reserve team that lost to Solihull Moors, National League North champions, in the 2016 Birmingham Senior Cup final.

Maxwell appeared for Birmingham’s first team in 2016 pre-season, and by the new year was the under-23 team’s joint-highest appearance maker, but had not played a competitive first-team match. On 27 January 2017, he joined League Two club Grimsby Town on loan to the end of the season. At the time, he was receiving treatment for a groin injury at his parent club, so did not make his Football League debut until 18 February, as an 83rd-minute substitute in a 3–0 win against Mansfield Town. On 4 May 2017, Maxwell returned to Birmingham prior to the final game of the season from his loan spell at Grimsby.
