Lucian Croitoru, a Romanian economist, was born February 13, 1957. After the defeat of Emil Boc’s government in a motion to no confidence on October 15, 2009 President Traian Basescu appointed Croitoru as Prime Minister of Romania. A majority of Parliament opposed the nomination and adopted a declaration asking for Basescu’s withdrawal and vowing support to Klaus Iohannis’ candidature. Croitoru proposed a cabinet, but it was rejected by Parliament on November 4.

He was also chief advisor to Daniel Daianu, Finance Minister, from January 1998 to September 1998. He was the adviser to Mugur Isarescu, the governor of National Bank of Romania (BNR), from October 1998 through September 2003. He was the personal advisor to Isarescu in 2000 while he was Prime Minister. Croitoru was appointed a consultant to USAID, IRIS and Phare in 2002. He was the chief advisor to the International Monetary Fund’s executive directionate for 12 primarily post-Communist nations, from September 2003 to July 2007. He is an expert in the planning and implementation of monetary, fiscal, and business restructuring policies. In September 2007, he was appointed Isarescu’s advisor on monetary policy.

Croitoru is the author of several books as well as over 150 articles about economics. He was awarded the PS Aurelian Prize by the Romanian Academy in 1995 and became Commander of the Order of the Star of Romania in 2000.

Croitoru was born at Otopeni in Ilfov County. He studied at the Faculty of Planning and Economic Cybernetics of Bucharest Academy of Economic Studies. He is a 1995 doctorate holder from the same university. He has also had additional studies in the United States and the United Kingdom. Croitoru worked as a researcher at Institute of Industrial Economy from 1984 to 1998. From 1998 to 2003, he taught international macroeconomics in the Faculty of International Economic Relations at ASE.

Croitoru was a Bucharest Well and Water Works economist for two years after he graduated in 1982. Between 1991 and 1995, Croitoru was an economist at the Bucharest Well and Water Works. He also worked as an expert in the Department for Economic Reform of the Romanian Government. He was a consultant with Bucharest Investment Group from 1995 to 1996. From 1996 to 1997, he was also a partner in a research program within the framework the 1995 Phare programme. From January 2001 to May 2002, he was also a researcher partner in the Phare framework project 1998. These were focused on the problems of public finance in Central and Eastern Europe’s transition countries.

In October 2009, Croitoru, supported by the Democratic Liberal Party (PD-L), was passed over by Parliament in favour of Bogdan Olteanu, a leading member of the National Liberal Party (PNL) and a lawyer by profession, for the position of National Bank vice-governor. This provoked harsh accusations from the economic establishment that Parliament was politicizing the BNR. According to Evenimentul Zilei newspaper, Olteanu was chosen after closed-door negotiations between the PNL and the Social Democrats (or PSD, who had just quit a government coalition with the Democratic Liberals), in exchange for future PNL support of PSD appointees.
