Tiao was born at Tenkodogo. He attended a seminary between 1969 and 1974, where he studied to be a priest. However, he decided to give up that career after realizing that his left-wing views were not compatible with a career as a priest. He was awarded degrees by the University of Ouagadougou and the Center for Science and Information Technology Studies. He was a journalist who gained a reputation for his independence in reporting. From 1987 to 1990, he was the Director of Editions Sidwaya.
Tiao served as Secretary-General of Ministry of Communication between August 1990 and August 1992. He was also the press attache at Burkina Faso’s Embassy in France, November 1992 to August 1996. From August 1996 to May 2001, he was a consultant responsible for special duties in the Communication Department of Prime Minister’s Office. He was elected President of the Higher Council for Information between May 2001 and May 2008. On 2 May 2008, he was elected Burkina Faso’s Ambassador in France. He served that position until 2011.
Amidst violent protests, President Blaise Compaoré dissolved the government on 30 October 2014; Compaoré was forced to resign the next day, and the military took power. Subsequently, Tiao went into exile in Ivory Coast. He came back to Burkina Faso in September 2016 and was promptly arrested on 16 September on murder charges due to his alleged role in trying to suppress the protests.
