Carroll’s parents were Irish; her father Kevin was originally from Brocca in County Offaly and her mother Eileen came from Ballyhahill in West Limerick. Visitation Catholic School taught her classical music. Carroll and her family went to a southside Irish pub where they heard traditional Irish music. DePaul University gave her a degree as a social psychologist. Carroll was influenced by Joe Cooley (Irish button accordionist), John McGreevy (Irish fiddler), Sean McGuire (Irish fiddler), Joe Shannon (83 National Heritage Award-winning uilleannpiper), and Eleanor Neary (pianist).
Carroll was a member of Green Fields of America in the 1980s. This Irish traditional music group was led by Mick Moloney, a folklorist and musician from Ireland. She was invited to join the first tour of the all-female Irish American group Cherish the Ladies in 1987, but she declined due to family reasons.
In 1994, Carroll received a National Heritage Fellowship, a lifetime honor presented to master folk and traditional artists by the National Endowment for the Arts.
She composed the music for The Mai, a play by Irish playwright Marina Carr that opened at the Irish Repertory Theatre in New York in 1994. In 2001 Carroll collaborated with Irish-American author Frank McCourt on staged readings from his works, a production developed by the Steppenwolf Theater Company in Chicago. Her compositions have been choreographed by Irish dance companies including the Dennehy School of Irish Dancing and Trinity Irish Dance.
The album Kiss Me Kate was released by Tommy Maguire, a button accordionist, and Carroll in 1977. Carroll’s first solo album, A Friend Indeed, was released the following year. Marty Fahey accompanied Carroll on piano. It featured five of her compositions.

In 2010, Carroll and John Doyle, a collaborator from Ireland, were nominated to the Grammy Award. She is regarded as one of the most outstanding contemporary Irish fiddlers.
Carroll was second in the All-Ireland Under 18 fiddle championship at 1973 Fleadh Cheoil. Frankie Gavin won the first place. Carroll won the first place in this category the next year. She won the All-Ireland Senior Fiddle Championship in 1975 at 18 years old. This was the second American to do so. The senior duet championship was also won by Jimmy Keane, a Chicago piano accordionist. These championships made Carroll the most prominent Irish fiddler of all time.
Carroll’s second, eponymous solo album was released in 1988, and featured accompaniment by Irish guitarist Dáithí Sproule. In 1992, Carroll, Sproule, and Irish-American button accordionist Billy McComiskey formed Trian and recorded two albums.
