Liu Cigui (Chinese: Liu Si Gui ; born 18 September 1955) is a Chinese politician. He is currently the Communist Party Secretary for Hainan province. His previous positions included Governor of Hainan and Director of China Coast Guard and State Oceanic Administration. He was also Mayor of Xiamen and Longyan, Fujian.
Liu began his career in Fujian in October 1976 as the Communist Youth League secretary in Hongdun Commune. He then rose to become deputy Communist Party chief in Shaowu in 1983. In February 1986, he was made deputy chief of Guangze county’s party and then party chief in October 1988. Liu was appointed the Communist Youth League of Fujian’s deputy secretary in March 1993. He was the executive deputy mayor of Putian from August 1998 to 1997, and worked there as a prefecture-level official. In March 2000, he was elected director of the province’s Oceanic and Fishery Bureau. He studied oceanography at Xiamen University between September 2000 and July 2002. Liu was elected mayor-elect of Longyan in May 2002. He was the mayor of the sub-provincial Chinese city of Xiamen from 2007 to 2011.
Liu was a member of the 18th Central Commission for Discipline Inspection (CCDI) and is a member of the 19th Central Committee of the Communist Party of China.
