Before running for a seat on the Yunlin County Council, Liu was a member of the Yunlin County Council. He filed a lawsuit against Chang Showen in January 2008 accusing Chang Sho-wen of bribery. In the June 2009 legislative elections, he had lost to Chang Sho-wen. Chang’s election was then annulled. In a primary Liu faced Lee Yingyuan and was supported by the Democratic Progressive Party. In September, Liu won easily in a by-election to Chang’s vacant seat. He joined the DPP-affiliated Our Generation Alliance, led by Koo Kwangming in 2011. Liu’s 2012 successful reelection campaign included a hunger strike. Liu was a DPP candidate in the Yunlin County Magistracy election in

2014. However, he lost the party primary to Lee Chinyung. In 2016, he returned to the legislature.

Many farmers in Liu’s hometown raise pigs. He has spoken out against the “free economic pilot zone” which he believes hurts Taiwan’s agriculture sector. Liu repeatedly tried to change Taiwan’s environmental laws. Liu proposed making changes to Taiwan’s environmental laws, including the development of a system to track pollutant emission and asking the Environmental Protection Administration for specific monitoring of air quality in high risk areas such as temples where incense is burnt. Liu is particularly focused on the passage of legislation regarding harmful particulates in air. Liu has been a participant in environmental protests and provided a platform to environmental groups to critique industrial companies like Formosa Petrochemical Corporation. Concerning the import of beef from the United States to Taiwan, Liu stated repeatedly throughout his first term that he was against the use ractopamine as an ingredient in animal feed. He does not want the government to lift this ban by executive order but only through legislative consent. He suggested in 2012 that military personnel should switch to pork over beef because of the ractopamine problem. This was mocked online and was criticized by the military as being excessive.
