He is a former kicker for the National Football League’s Dallas Cowboys, and Kansas City Chiefs. He played college football for Texas Tech. He made 24 of his 30 field goals in 1995 (80%), which contributed to the team’s 13-3 regular season record and their home-field advantage during the playoffs. They were heavy favorites. He is most remembered for his three missed field goal attempts of 35, 39 and 42 yards against the Indianapolis Colts in January 1996, when they lost a 10-7 playoff game. His final miss against Indianapolis Colts in January 1996 was his ninth missed kick in five seasons.
On February 16, 1996, the Chiefs decided not to make him a qualifying offer as a restricted free agent, effectively releasing him, even though he had an 81.7% field goal accuracy during his two seasons, ranking as the second-most accurate kicker in Chiefs history.
In 2015, he was inducted into the Texas Tech Athletic Hall of Fame.
After Nick Lowery’s release in a salary cap move, he signed with the Kansas City Chiefs as a free agent. He scored 25 field goals (83.3%)

The Dallas Cowboys signed Elliott as an undrafted-free agent after the 1992 NFL Draft to replace Ken Willis. After he healed from a pulled muscle in his groin, he was named the starter over Brad Daluiso. After starting the regular season slowly, he hit 13 consecutive field goals and registered 27 touchbacks. These were franchise records at the time. He set a club record for rookie points (119), and his 24 field goals were the third-most in club history. His 119 points ranked fourth among all rookies in the NFL. He was a key contributor to the team’s win at Super Bowl XXVII.
He was then waived on September 14, 1993 after he missed two field goals against the Buffalo Bills in the first game. This resulted in a 0-2 start. Eddie Murray replaced him.
On August 1, 1996, he signed with the Minnesota Vikings as a free agent. He was released before the season started on August 20.
