On September 22, 2013, Toilolo made his first career start and scored the first touchdown of his career on a two-yard pass by Matt Ryan in the third quarter of a 27–23 loss to the Miami Dolphins. During a Week 8 matchup at the Arizona Cardinals, Toilolo made a season-high three receptions for six yards in a 27–13 loss. Toilolo finished his rookie season in 2013 with a total of 11 receptions for 55 yards and two touchdowns in three starts and 16 games.
