Solodkov was born the 10th of April, 1958, in Chornukhyne, Luhansk Oblast in a family of farmers. His early years were lived living in Volzhsky, Volgograd Oblast, in which he was a student at the 10th grade. The year 1976 was the time he completed an education course at the Obninsk Branch of the Moscow Engineering and Physics Institute.

In July 1994, Solodkov was assigned to the reserve with the rank the rank of Captain 3. The rank was upgraded to Captain II in 1999. Solodkov lives in Saint Petersburg. He headed his position on the Public Council of the Krasnoselsky District Administration. Soldkov was later the deputy chairperson of the Coordinating Council of Heroes of the Soviet Union the NGO.

In May 1986, he joined the ranks as an assistant researcher and diving specialists within the State Scientific Research Institute of Rescue, Diving, and Deep Sea Work of the Ministry of Defense. Solodkov was involved in the development and testing of equipment for diving. When he was testing new technologies and equipment, he worked for a long time under pressure of 50 atm. Solodkov worked underwater as well as within the chamber of diving for over three hundred hours. Solodkov spent 15 days submerged at 500 meters in the 1991 experiment, while 25 of them at 450m in an experiment from 1988. He was presented with the Order of the Red Banner on the 25th of July, 1990. On the 24th of December, 1991 Solodkov received the title of Hero of the Soviet Union as well as the Order of Lenin for his contribution to diving. Solodkov was the only person to be who was awarded the title, and received it just two days prior to the dissolution of Soviet Union. After that, as a member of his fellow sailors of the Russian Navy, Solodkov received his Gold Star on 16 January 1992, from Yevgeny Shaposhnikov.
