Born in Toledo, Kaczala graduated from Toledo’s Central Catholic High School. He received his Bachelor of Arts in Psychology from the University of Toledo in 1978. In 1983 he graduated with honors from the University of Toledo College of Law. In 1984 Kaczala was awarded the Order of the Coif, an honor given to top American law school graduates. Prior to entering politics Kaczala worked in the Lucas County auditor’s office from 1982 to 1989.
Kaczala was elected to Toledo City Council in 1991, and he served in that position until he was appointed Lucas County auditor in 1993. Kaczala served as auditor for fourteen years until 2007. While working as auditor, Kaczala also served as the president of the County Auditors’ Association of Ohio. He also served as president of the Northwest Ohio County Auditors’ Association, which includes Sandusky, Ottawa and Erie counties.
