Kathleen Ann Dahlkemper (nee Steenberge born on December 10, 1957) is a well-known American politician from the United States. She was elected county executive for Erie County, Pennsylvania in 2013 and was also the U.S. Representative for Pennsylvania’s 3rd congressional district from 2009 until the year 2011.
Dahlkemper was an active participant in her organization, the Blue Dog Coalition. She voted in favor of repealing the “Don’t Ask, Don’t Tell” policy that was imposed on the military, and was a co-sponsor for the Employee Free Choice Act, which is also referred to by the name of “Card check”. Dahlkemper declares herself a pro-lifer and was one of the “Hall of Fame” Award winner in 2009 at the Conference of Democrats for Life of America. She was a supporter of the Stupak-Pitts amendment which was an anti-abortion amendment to the Affordable Health Care Act in 2009. (HR 3962) however, she later voted to support the Patient Protection and Affordable Care Act following Obama’s executive order. Obama signed an executive decree prohibiting the utilization of federal funds to fund abortions.
In March 2013, Dahlkemper announced her candidacy for Erie County executive, challenging incumbent Democrat Barry Grossman. She defeated Grossman in the May 21 Democratic primary with 52% of the vote. In the November general election, Dahlkemper defeated Republican nominee Don Tucci, winning 57% of the vote. She took office as county executive on January 6, 2014.
Dahlkemper ran for reelection in 2017, winning by 307 votes, with 50.15 percent of the vote over her Republican opponent, Art Oligeri, who garnered 49.64 percent.
Dahlkemper declared her candidacy for Democratic nominating process for the 3rd District in October 2007. For the first time in her campaign for elections, she defeated the Democratic congressional campaign committee’s most popular candidate Erie County Councilman Kyle Foust, by an surprising 19-point advantage.

Dahlkemper is the very first Democrat to represent called the 3rd District since Joseph Vigorito was ousted in 1976 by Marc L. Marks in 1976. In 1982, she graduated from Edinboro State College (now Edinboro University of Pennsylvania) with an education in dietetics. After graduation in 1982, she worked for over twenty years working as a dietician in clinical settings, beginning at the time in Houston, Texas and later in the Erie region. Since 1997, she’s been part-owner, HR director and director of special projects for Dahlkemper Landscape Architects and Contractors which is a major landscaping business within the Erie region. She is the co-founder and director of the Lake Erie Arboretum at Frontier Park.
Dahlkemper was defeated by Republican Mike Kelly, a car dealer from the far southern portion of the district by 11.4%, the highest margin of defeat for any incumbent congressperson from Pennsylvania in 2010. While she carried Erie County, she lost badly in the rest of the district.
