Kate Elizabeth Forbes (born 6 April 1990) is the Scottish National Party (SNP) Member of the Scottish Parliament representing that constituency, Skye, Lochaber and Badenoch from the year 2016. From 17 February 2020, she has been appointed Minister of Finance in the current Sturgeon government.

As a participant in the Free Church of Scotland, Forbes has urged the Government to allow children to practice faith-based beliefs in the classroom without ridicule. In May of 2018 Forbes stated that “I wanted to note that pupils should be allowed to explore, develop and understand the diversity of religious faith in Scotland because if they can understand it in school you will hope that as they go through the rest of their life they will be tolerant of people who believe that things are different to them.”

On 6 February 2020, she became the first woman to deliver the Scottish Budget upon Derek Mackay’s resignation as Cabinet Secretary for Finance, Economy and Fair Work. Prior to this, no woman had delivered a Budget in either the Scottish Parliament or Westminster, although they have in the Welsh and Northern Ireland Assemblies. On 17 February, she was appointed Cabinet Secretary for Finance—the first woman to hold the post.

On June 27, 2018 her appointment was made to The Scottish Government to be Minister of Public Finance and Digital Economy as part of the broader shake-up announced by the Premier, Nicola Sturgeon.

Forbes is a native of Dingwall located in Ross in Ross Cromarty in Northern Scotland. As a child she lived for the next three years with her family in India before being educated at the Scottish Gaelic school. Her return to India at age 10 and resided there until fifteen, her father who was involved in providing medical care to those who couldn’t pay for the cost. She then returned in Glasgow, Scotland and finished her studies through Dingwall Academy. She studied the history course in Selwyn College, Cambridge, earning a BA in the year 2011. She was an accountant. She then went on to study at Edinburgh’s University of Edinburgh, gaining an MSc in Diaspora and Migration History in 2013.

In August of 2015, Forbes was selected from an all-women shortlist of local SNP members to be candidates for Skye, Lochaber and Badenoch constituency governed by Dave Thompson who would not be running at this election. She was a part in the SNP campaign to close disparities in pay between men and women that exists in work within the Highlands. She was elected to the Scottish Parliament in 2016, in the Scottish Parliament election.

She chairs the Scottish Parliament’s cross-party group in Gaelic and has spoken in favour of UNESCO Intangible Cultural Heritage status as a possible way to protect the language. In March 2018, she delivered an entire speech to the Parliament in Gaelic during a plenary debate on the language.
