Colonel Frank Kaka Bagyenda, is a Ugandan retired military officer in the Uganda People’s Defence Forces (UPDF). Effective January 2017, he is the Director General of the Internal Security Organisation, Uganda government’s counter intelligence agency, responsible for providing national security intelligence to Uganda’s policy makers.
He was summoned and drafted to help in the Rwanda Patriotic Front capture power in Kigali. He was still in Uganda however, pursuing the business of trucking within Western Uganda, and setting up the Panoma Hotel in Kalangala, located in the Ssese Islands.

As of 1981, Bagyenda was a member of Bagyenda joined the National Resistance Army (NRA) an armed rebel group headed by Yoweri Museveni. They fought the Ugandan Bush War, between 1981 to 1986. Bagyenda was a covert agent to support the NRA and played a key role in the taking over of Masindi Army Barracks by the NRA on the 20th of February, 1984. To hide himself from Uganda National Liberation Army (UNLA) soldiers, he chose the name Kaka and dropped his birth name Frank Bagyenda. He was in the Ugandan military up into the ranks of Major prior to his retirement at that grade in 1993.
His military assignments included being the commander of a brigade with its headquarters in Kampala Uganda’s capital city. He was then director of the directorate of transport and was later an officer in the Directorate of Military Intelligence (DMI) that is now the Chieftainncy of Military Intelligence (CMI). He also worked in the Ugandan Northern Region, where commanded one brigade during the beginning of 1990s.
In January 2017, he was appointed to head ISO, replacing Brigadier Ronnie Balya, who was appointed Uganda’s ambassador to South Sudan, based in Juba.
