Mena began his studies in music in the Vitoria Gasteiz Conservatory. Then, he studied at the Madrid Royal Conservatory, where his instructors included Carmelo Bernaola (composition and orchestration) and Enrique Garcia Asensio (conducting). He also took classes in conducting with Sergiu Celibidache at Munich as part of a Guridi-Bernaola Scholarship. In 1997 the Basque Government chose Mena to lead his own Youth Orchestra of Euskal Herria. Mena was later appointed director for Euskadi Symphony Orchestra.
