Bush and the federal government to block in the process of naming the Marianas Trench Marine National Monument in the Northern Mariana Islands. The decision was opposed by Fitial as well as Guam’s government Northern Mariana Islands, the Carolinian Affairs Advisory Committee and the Guam Legislature. The entire group feared harm to the local economy and culture practices in the event that the monument was established as a national one. The letter from Fitial stated that the designation of the monument was not a good idea and wrote to Bush, “We are simple Americans, a globally responsible Commonwealth of the U.S. We honor and uphold a long tradition of coexistence with Mother Ocean. Island heritage passed down from our elders teaches us that we and nature are one.” Despite all the protests that Bush received, Bush established the national monument on the 6th of January, 2009. The First Lady Fitial as well as Governor George W. Bush attended the ceremony.

Benigno Fitial would later serve as Chairman of the Northern Mariana Islands House of Representatives and governor of the CNMI from 2006 onwards. Josie Fitial became First Lady of the Northern Mariana Islands when her husband was elected on the 9th of January in 2006.

Josepina “Josie” Padiermos Fitial (born November 25 1962) was Former First Lady of Northern Mariana Islands and the wife of the Governor Benigno Fitial. She was made First Lady after the swearing-in to her husband’s position as 7th Governor in the Northern Mariana Islands on January 9, 2006.

Padiermos relocated into her home in the Northern Mariana Islands in 1983 to support her family financially living in the Philippines. In the islands, she met her spouse, Benigno Fitial, a politician, while she was working as waitress in Saipan. They later tied the knot and had two kids, Patrick and Christina and also Benigno Fitial’s children from his previous marriage: Jason, Cathy, Junella and Julie.

In a 2009 interview with the Marianas Variety, Fitial noted that she had risen from an immigrant and waitress to having now met three U.S. Presidents – George H.W. Bush, George W. Bush and Barack Obama.
