Josefina Stubbs (born November 25 1959) is a professional in development and was selected by the Government of the Dominican Republic to be the President of the International Fund for Agricultural Development (IFAD) during the elections of 2017. Josefina Stubbs has devoted her career to the needs of the poor, both men and women all over the world. Between 1984 between 2000 and 1984, she was the manager of regional and national programs for Oxfam UK where she strongly supported smallholder farmers’ involvement in the design of projects and decision-making. In the years 2000-2008 Stubbs directed several initiatives within the World Bank aimed to strengthen the participation and inclusion of marginalized and rural groups in the development policy as well as investment programmes. In IFAD the organization she worked for from 2008 to 2016, when her presidential candidacy for IFAD was announced Stubbs concentrated on fostering dialogue and collaboration both within and between countries, increasing aid effectiveness and measuring impact and defining the IFAD’s strategic plan for 2016-2025. She helped position IFAD as the leading organization in the world in rural transformation that is inclusive, and has placed smallholder farmers in the heart in the Agenda 2030 for Sustainable Development.

In the years 2000-2006 she was the Sector Leader for The World Bank in Rural, Environment and Social Development. In the Bank, Stubbs designed and introduced operational and policy guidelines regarding the empowerment of women and their economics, as well as the integration and inclusion of those of African descent and indigenous peoples into World Bank operations and community-driven development programs. She also was the leader in the integration of social safeguards that are inclusive for investments in the rural sector. Stubbs was also responsible for the development and implementation of new analytical policies, financial and financial instruments to ensure the inclusion of women, those of African descent, as well as indigenous peoples into traditional development programmes.

Stubbs went to her studies at the Universidad Autonoma de Santo Domingo where she received an B. Sc. with a major in Psychology in 1981. In 2014, she became IFAD’s Associate Vice-President for the new Strategy and Knowledge, leading the Department to produce IFAD’s Strategy 2016-2025, the Rural Development Report 2016, a new corporate program effectiveness and impacts reporting system, and an innovative results and impact measurement framework for improved aid effectiveness. Under her leadership, IFAD was recognized as the world’s leader in fostering inclusive rural transformation, with smallholder farmers at the center of Agenda 2030 for Sustainable Development.
